September 6, 2005                                PLANNING COMMISSION                                              6:30p.m.

                

The meeting was called to order at 6:30 p.m. with Paul Beere, Bob Willard, Chris Johnson, Brian Wanasek and Maureen Eckert present.  

 

Betty Novy, Secretary, and John Tierney, Engineer, were also present.

 

Pledge of Allegiance.

 

Bob moved, 2nd by Chris to approve minutes of the August 1, 2005 meeting as printed.  Motion carried.  

 

Pre-Application Conference:  Conceptual subdivision creating fifteen parcels out of one

Location:  2826 Maple Road

Dave Olsen addressed the Commission explaining the conceptual subdivision layout. 

 

Road.  The road is shown running along a ridge contour on the land extending the existing road, Ridge Lane, to the east and terminating at Maple Road.  The proposed road traverses a valley area.  Efforts will be made to keep the slope of the road at 6% or less.  The access on Maple is situated at the high point of the hill to assist with traffic visibility.  The approximate length of the road was stated as 2,650 feet.  Brian Wanasek recalled this road layout as being shown on previous concept development plans Racine County Planning made for the area when adjacent land was developed.  It was noted access approval is required from Racine County Public Works.  Maple Road is designated a “Rustic Road” under their jurisdiction.  As a sidenote, Mike Weinkauf reported on recent attendance at a planning meeting.  Racine County Public Works representatives discussed possibly removing the “Rustic Road” designation from Maple Road because of residential development and the number of driveways that now exit onto the road.

 

Lot Layout.  Fourteen lots are located on approximately 82 acres, with the remnant 78 to remain in farming at this time.  Ed Stone indicated a preference for minimum five acre lots.  John Tierney expressed some concern regarding slopes; that this may present a challenge in some areas of the development.  Lot lines may need to be adjusted.  Chris Johnson indicated septic or mound systems can be placed on up to 25% slopes if conditions are favorable.   Brian Wanasek noted proposed lots are well within five-acre average density requirements specified in the Land Use Plan.  Additionally, 50% open space is maintained.  An open space requirement is something the current Land Use Plan Committee is considering for Plan amendment.  Ed Stone indicated he may want to incorporate bridal paths in the development so that horse pasture and boarding areas may be accessed.  Chris Johnson directed Ed to create easement areas if this is the direction he takes with the development.

 

Drainage.  Three storm-water detention areas were shown on the plan.  Rather than common areas, these are to be placed on individual lots.  Storm-water displacement due to impervious surfaces should be minimal as lots are a minimum of five acres.  The road will be of a rural cross-section with ditches absorbing most of the displaced storm-water.  Some wetlands were identified on the parcel, but they exist in an area that does not impact the areas proposed for development.

 

Consensus of the committee was that lot layout was acceptable.  Direction was given to proceed to the next step which is Conceptual Plan Development and public notification of abutting property owners.

 

Smart Growth Comprehensive Plan Multi-Jurisdictional Grant Application for 2006

 

Correspondence from Racine County Planning and Development was reviewed.  A request was made for the Town to participate in a county-wide grant application to fund preparation of Comprehensive Plans for all Racine County municipalities.  This duplicates the grant application made last year which was denied due to funding availability.  Paul moved, 2nd by Maureen to recommend participation in the multi-jurisdictional grant application process.  Motion carried.

 

Informational:  Submittal of Groundwater Test Results for Phase II; 

Parkview Sand and Gravel (Illinois Mining)

 

Groundwater test result materials were submitted by Illinois Mining to meet one of their Conditional Use Permit requirements before mining could occur below the water table.    Full reports were referred to Bob Willard and Chris Johnson for further review.

 

Chris moved, 2nd by Bob to adjourn at 7:16 p.m.  Motion carried.
