Town of Rochester 9-2003 (1) September 2, 2003 PLANNING COMMISSION 6:30 p.m.
Meeting was called to order at 6:37 p.m. with Ken Dahlstrom, Bob Willard, Jane Babik, Brian Wanasek, and Chris Johnson present. Kelly Brutalg, secretary, was also present.
Bob moved, 2nd by Jane to approve the minutes of the August 4, 2003, meeting. Motion carried.
Land Division creating two parcels out of one: 2527 Beck Drive; Owners: Gary J. and Amy J. Beck; (Parcel #014-03-19-01-017-000: 28.32 acres)
Gary Beck Jr. explained that he wants to divide a piece of his property off for future development for his son. The piece would be approximately .56 acres in the sewer district.
Bob moved, 2nd by Brian to recommend approval to the Town Board to create two parcels out of one at 2527 Beck Drive for Gary J. and Amy J. Beck. Motion carried.
Introduction of new Plan Commissioner was made. Chris Johnson explained that he has lived in the Town of Rochester since 1969. He owns his own business out of his home doing Soil Testing and Septic Systems.
Land Division creating two parcels out of one: 32000 (approx.) Washington Avenue; Owners: James and Shelly Schilling; (Parcel #014-03-19-04-016-000: 15.47)
Jim Schilling explained that he wants to create two parcels out of 15.47 acres. Lot 1 would be 10.2165 acres and Lot 2 would be 4.6664 acres. The plan commission wanted to see soil borings, proposed driveway, and building envelopes on the CSM. Jim Schilling, property owner, was going to meet with Racine County to determine best placement for proposed driveway. Schilling wants to put in two driveways, one at the property line (Lot 1) and the other at the east end of the property (Lot 2). Plan Commission was concerned about the curves located on County D.
Before presenting the land division again, the plan commission asked to see the following on the CSM:
Jane moved, 2nd by Brian to decline the land division creating two parcels out of one by Jim Schilling with the comments from the Engineer and Racine County rectified and resubmitted at a later date. Motion carried.
Conditional Use Permit Application to occupy portion of an existing building to operate a daycare serving approximately 35 children: 29000 Evergreen Drive: Linda Seidler (Parcel #014-03-19-01-021-040)
Linda Seidler presented a floor plan that showed the layout for the proposed daycare center. She explained that the daycare center would serve 35 children from infants to 13 year olds with main focus on infants to 5 ½ year olds. Each room would have its own door to the outside and a fenced in area would be built for an outside play area.
Jane moved, 2nd by Brian to recommend approval of the conditional use permit application to occupy a portion of 29000 Evergreen Drive for a daycare serving approximately 35 children.
Jane moved, 2nd by Brian to adjourn at 7:50 p.m.
