May 3, 2004                                            PLANNING COMMISSION                                   6:30 P.M.

 

The meeting was called to order at 6:30 p.m. with Ken Dahlstrom, Brian Wanasek, Karyn Borucki, Chris Johnson and Bob Willard present. 

 

Betty Novy, Secretary, was also present. 

 

Pledge of Allegiance.

 

Bob moved, 2nd by Brian to approve minutes of the April 5, 2004 meeting.   Motion carried. 

 

Certified Survey Map: Land division creating two parcels

Review comments from the Town Engineer and Racine County were reviewed.  Items suggested by the engineer were that:  drainage ditches be shown; proposed lot drainage be shown; building setbacks be provided; existing contours be shown at 2 foot intervals; soil boring and soil percolation tests be submitted; the CSM and driveway access will need to be approved by Racine County; and the limits of existing right-of-way along CTH D and STH 20 be shown.  Jayson Hoppe addressed the Commission.  He indicated the house will be built 230 feet back from the street; driveway access has been approved but must be at least 20 feet off the west property line.  Mary Hoyer was contacted about drain tile location; the tile of concern is located on the other side of her house and runs across the Kojis property at least 400 feet of Jay’s property line.  Consensus of the Plan Commission was that they could not recommend approval until contours are shown on the face of the Certified Survey Map, along with arrows showing the direction of drainage.  Other items to be marked are the building envelope; the allowed driveway access area and the distance existing buildings are from the highway.  Soil percolation tests will also need to be submitted.

 

Gravel Pit Permit Fees

 

Fees from several communities were examined with preference shown for the Town of Lisbon’s fee structure.  The Secretary is to obtain a copy of Lisbon’s ordinance for review at the next meeting.  In addition, a copy of their Land Use Plan should be requested.  Plan Commissioners’ were invited to do additional research if desired.  Alternative ordinances and fee structures may be presented at the next meeting.

 

Distribution of Land Division Ordinance Appendixes and Plan Commission Educational Materials

 

Ken presented copies of educational materials from a course he is taking as resource and review materials for Plan Commissioners.  In addition, appendixes to the Land Division ordinance were also distributed for future reference.

 

Brian moved, 2nd by Karyn to adjourn at 7:37 p.m.  Motion carried.
