March 3, 2008                                                            PLANNING COMMISSION                                                                   6:30 p.m.

 

The meeting was called to order at 6:30 p.m. with Paul Beere, Bob Willard and Brian Wanasek present.

 

Maureen Eckert and Chris Johnson were absent.

 

Betty Novy, Secretary, was also present.

 

Pledge of Allegiance.

 

Minutes. Bob Willard moved, 2nd by Paul Beere to approve minutes of the December 3, 2007 meeting as printed. Motion carried.

 

Site Plan Review to sell fireworks in a 20’ x 40’ canopy tent June 19 – July 6, 2008

Location: 2723 Beck Drive (Burger King parking lot)

Applicant: American Fireworks; Vince and Heather Siegel

Heather Siegel addressed the Commission. Heather explained this is the same sales operation as last year. All goods will be stored in a locked storage container when the tent is not attended. All fireworks offered for sale will comply with the limitations of Wisconsin Statutes s. 167.10. The request is extended a couple of days longer that previous years due to scheduled take down of the tent by the rental company. Brian moved, 2nd by Bob to recommend approval of the temporary site plan to sell fireworks in a canopy tent from June 19th to July 16th in the Burger King parking lot at 2723 Beck Drive. Motion carried.

 

Pre-Application Conference: Land Division creating two parcels out of one

Location: S. Westwood Drive

Owner/ Applicant: Richard Reesman

Betty reported on review of the proposed land division by Racine County. The proposal conforms to minimum zoning and land use plan density classification requirements. Racine County recommended that the Town consider vacating the un-constructed cul-de-sac portion of Westwood Drive as part of the certified survey map approval process. Rick Reesman addressed the Commission. Rick explained he has paperwork from the Town that states the cul-de-sac was vacated when Westwood Drive was connected to Way-Mar Lane. It was noted that this was not updated on Racine County’s mapping system. Rick will supply the information to the Town for follow up on whether the cul-de-sac vacation was properly recorded. It was noted passing soil tests will be needed to show that the proposed lots are buildable. Rick indicated he still has the results of soil percolation tests conducted when the subdivision was approved in 1978. It was noted soil testing requirements have changed. Soil tests will have to be performed according to today’s standards. It was believed that two acceptable test sites must be found for each lot. Acceptable test sites will impact where the lot line is drawn. Rick will have the soil tests done and work with a surveyor to identify a division line that meets the requirements. These materials will be submitted to the Town Clerk when they are ready.

 

Request for Reconsideration (by Maureen Eckert):

Resolution correcting ”A Land Use Plan for the Town and Village of Rochester: 2020” to clarify density options available for minor land divisions that are classified as Rural Residential Density and Agricultural Land

 

Betty reported that Maureen was not able to attend the meeting and requested that the item be tabled. Consensus of the

Commission was to comply with the request.

 

Plan Commission Workshop offered by Southeastern Wisconsin Regional Planning Commission

Date: March 19, 2008 from 6:00 p.m. to 8:30 p.m.

Location: Ives Grove Office Complex Auditorium

 

Betty reported on the workshop offering by SEWRPC. Bob and Paul will attend. Brian will check his calendar and attend based on availability.

 

Brian Wanasek moved, 2nd by Bob Willard to adjourn at 6:55 p.m. Motion carried.
