July 7, 2008 PLANNING COMMISSION 6:30 p.m.
Chairperson Paul Beere was absent. Brian Wanasek moved, 2nd by Chris Johnson to appoint Maureen Eckert Chairperson. Motion carried.
Maureen Eckert called the meeting to order at 6:30 p.m. with and Brian Wanasek and Chris Johnson present.
Betty Novy, Secretary, was also present.
Commissioner Bob Willard was absent.

Minutes. Brian Wanasek moved, 2nd by Chris Johnson to approve minutes of the March 3, 2008 meeting as printed. Motion carried.
Application for Conditional Use to continue a sand and gravel operation to include crushing, washing and operation of an asphalt plant and all necessary equipment Location: Honey Creek Site, 34604 High Drive Owner: Payne & Dolan, Inc.; Agent: Raymond Postotnik
Brian Endress represented Payne & Dolan at the meeting. Brian explained there are no changes to the conditional use permit from the previous two years. Chris Johnson questioned whether Payne & Dolan was expanding commercial sales at all. Brian indicated they will not be expanding that portion of the business other than what it is now. Their primary focus is on asphalt operations. Chris Johnson moved, 2nd by Brian Wanasek to recommend approval of the conditional use permit for Payne & Dolan’s Honey Creek site with no additional conditions other than those imposed by Racine County. Motion carried.

Brian Endress explained Payne & Dolan’s goal is to restore the Kramer-Buss gravel pit according approved reclamation plans this year. If this is not achieved, the pit will be reclaimed next year for sure. Chris Johnson moved, 2nd by Maureen Eckert to recommend approval of the conditional use permit for Payne & Dolan’s Kramer-Buss site with no additional conditions other than those imposed by Racine County. Motion carried.
Conceptual Development Plan: Certified Survey Map creating two parcels out of one Location: S. Westwood Drive Owner/ Applicant: Richard Reesman Parcel Id#014031914012000; 3 acres
Betty Novy reported notification letters were mailed to abutting property owners of the subject parcel two weeks prior to the meeting. Mr. Reesman also posted the land division sign on his property two weeks in advance. Town engineer comments on the certified survey map were reviewed by Plan Commissioners and Mr. Reesman. One concern identified in engineer comments was whether utility easements were needed. Mr. Reesman indicated utility connections are already stubbed to both lots. Easements are not necessary. Betty reported on a phone call received from Kathy Glinos, abutting property owner to the south. Kathy could not attend the meeting, but asked that her concerns be relayed to the Plan Commission. She stated concern over the tree line on the southern property line of the subject property. She would like to see the trees remain. She also stated concern over a drain tile that flows through both her and Ed Leuck’s property. Both the Glinos and Leuck properties abut the subject parcel along the southern boundary. Kathy Glinos requested that any site grading refrain from pitching water towards the southern lot line as this will put additional pressure on the tile. Ed Leuck was present at the meeting. Ed reiterated this concern asking that drainage from these lots be directed to the western ditch line. Chris Johnson explained both lots require mound septic systems to be positioned along the southern lot line. The houses will need to be setback at least 75 feet from the mounds. A swale could be created around the mounds to direct water towards the ditch on Westwood. Consensus of the Plan Commission was to require that the Certified Survey Map be revised to show the following items:
Mr. Reesman was directed to make these revisions before submitting the CSM for final approval.
Application for Zoning and Conditional Use Permits to construct a lean-to for storage of a car carrier/ hauler Location: 33344 Washington Avenue Owner/ Applicant: Paul Lorbiecki Parcel Id#014031905001020
Paul Lorbiecki addressed the Commission. Paul explained his request to construct a lean-to off the side of an existing pole building to shelter a car carrier truck with a 22 foot bed that he uses for commercial purposes. Paul reported on contact with his neighbors. There were no objections. Brian Wanasek moved, 2nd by Chris Johnson to recommend approval of both zoning and conditional use permits to construct a lean-to for storage of a car carrier/ hauler at 33344 Washington Avenue. Motion carried.
Application for Zoning and Conditional Use Permits to construct an addition for the operation of a children’s day care center for up to forty-four children Location: 31144 Hunters Trail Owner: Franciscan Missions, Inc.; Agent: Atty. John M. Bjelajac Parcel Id#014031915004020
Atty. John Bjelajac addressed the Commission. He explained a request for the Mission Sisters of the Holy Family to operate a child care center for up to forty-four children. The request will be brought before the Racine County Planning Commission on July 21st. Racine County has not finalized staff recommendations as of yet, but preliminary contact with Director Julie Anderson suggested that a day care center is an appropriate accessory use to the existing convent and consistent with other day care facilities associated with churches throughout Racine County. Proposed operational hours were stated as 6:30 a.m. to 5:30 p.m. Jeff Horwath, contractor, presented plans for a 3,100 square foot addition to the convent. A lot line adjustment will be necessary in order to properly site septic system improvements. There will be adequate acreage remaining on the parcel with which the adjustment will be made. That parcel is also owned by Franciscan Missions. Minimal site grading will be required to accommodate the building addition. There is only a difference of two feet in elevation over the area where the addition will be built.
Joan Birkholz, early childhood educator, addressed the Commission indicating a strong need for early childhood centers in the area. There is a shortage of full day programs. She stated this as a good opportunity to build specifically for early childhood needs. The proposed center would provide care for infants to five year olds. Brian questioned whether the quantity of parking will be adequate. Atty. Bjelajac indicated the center will primarily be staffed by the sisters so employee parking needs will be minimal. However, they will provide as many spaces as zoning requires. Bill Monnin, an abutting property owner, indicated traffic on the private road should not be a significant factor. Hunters Trail will be linked to a residential subdivision in the future. At that time it will most likely become a public road. Father Sereno indicated Franciscan Missions is currently maintaining the road. Mike Weinkauf questioned whether there were any drainage issues when building the original convent. Father Sereno answered no. Mike also questioned how children would be prevented from wandering into the gravel pit site to the west. Chris Johnson indicated the gravel pit is being restored to a 4:1 slope this year so it should not pose a hazard by the time the center is operational. It was also noted that play areas will be fenced.
Brian Wanasek moved, 2nd by Chris Johnson to recommend approval of both zoning and conditional use permits to construct a day care center at 31114 Hunters Trail contingent on the following items:
· That lot lines be adjusted to adequately site the septic field · That the capacity of the center does not exceed forty-four children · That the hours of operation be limited as proposed: 6:30 a.m. to 5:30 p.m.
Motion carried.
Brian Wanasek moved, 2nd by Chris Johnson to adjourn at 7:20 p.m. Motion carried.
