July 7, 2005                                        PLANNING COMMISSION                                              6:30p.m.

                

The meeting was called to order at 6:30 p.m. with Paul Beere, Bob Willard, Chris Johnson and Maureen Eckert present.   Brian Wanasek was absent. 

 

Betty Novy, Secretary, was also present.

 

Pledge of Allegiance.

 

Bob moved, 2nd by Chris to approve minutes of the July 7, 2005 meeting as printed.  Motion carried.  

 

Design Consultation:   Subdivision creating twelve lots
Location: 
123 N. Honey Lake Road

Owners:  Richard Mianecki; Developer:  Jeff & Lisa Johnson

(Parcel #014-03-19-17-015-000; 64.87 acres)

 

Jeff Johnson presented a revised subdivision layout based on comments heard at the previous plan commission meeting.  The revised layout showed one entrance off N. Honey Lake Road terminating in two cul de sacs breaking off from the entrance road.  Jeff indicated wetland delineation will be done this month.  This is expected to further impact layout.  Additional design considerations were identified by the Plan Commission as follows:

 

  • As feasible, the proposed road length of 1,600 feet should be shortened.

 

  • Neighbors to the north should be contacted regarding future development plans.

 

  • These plans should be utilized to plat connecting road right of way to parcel boundaries as appropriate.

 

  • Buffer areas should be maintained along the Haubrich and Weiner property lines (to the east).  These property owners, present at the meeting, expressed their intentions not to develop their properties residentially, but to continue conservation or farming use.

 

  • SEWRPC drainage studies should be utilized to understand drainage patterns for the surrounding area and to assist with design of drainage facilities.

 

  • Some individuals present at the meeting believed there were natural springs located on the property near an abutting horse pasture.  If so, these should be located.

 

  • The gravel driveway on the north end of the property may be utilized as a secondary emergency entrance.

 

  • Soils in low areas should be tested with particular attention to saturation levels and how structural foundations will be supported.

 

  • Lots will have to be laid out to keep houses out of wetland areas.

 

Dick Weiner requested special attention be given to how water drains across this parcel.  He did not want his adjacent farmland to be adversely affected by this development.  He does not believe any drain tiles are located on the subject property but noted water drains from the hill down across the land down towards the “S” curve on N. Honey Lake Road.  It then exits through existing culvert/ drainage pipes to wetlands across the road. 

 

Jeff indicated he will utilize these comments and present a revised plan to the Clerk’s office when ready. 

 

Gravel Pit Permit Renewal Applications:
Illinois Mining Corp./Parkview Sand & Gravel:   31844 Washington Avenue;

 

Betty reported the Town Attorney revised the permit based on input received at June’s Plan Commission meeting and confirmation by Illinois Mining that gravel washing is part of their operations.  Bob noted condition number six still stated there will be no gravel washing. 

 

Chris moved, 2nd by Maureen to recommend approval of the gravel pit permit for Illinois Mining Corp. contingent on:

 

  • deletion of condition number six stating their will be no gravel washing on the property; and

 

  • that a letter accompany the permit stating concern over observation of the “dust free” condition with request for a copy of their dust control plan.

 

Motion carried.

 

Payne & Dolan, Inc. (two sites):   N. Browns Lake Drive & Washington Avenue, Honey Creek

 

Ray Postotnik addressed the Commission.  He reported on revisions made to the permits that he had worked on with the Town Attorney.  The revised permit conditions were now compatible with previously approved Racine County Conditional Use Permit requirements.

 

Paul moved, 2nd by Chris to recommend approval of both Payne and Dolan gravel pit permits.  Motion carried.

 

Bob moved, 2nd by Maureen to adjourn at 7:25 p.m.  Motion carried.
