Monday, February 4, 2002    Town of Rochester Plan Commission               6:30 p.m.

 

Meeting was called to order at 6:30 p.m. with Ken Dahlstrom, Jane Babik, Maureen Eckert and Bob Willard present. Brian Wanasek was absent.

 

Jane moved, 2nd by Bob to approve the minutes of the December Plan Commission meeting with the following amendments:

 

•    Strike out “and coined “badger” due to its unusual shape” from amendments to the November 5, 2001 Plan Commission minutes.

 •    Amend the motion to adjourn as being made by Bob. Motion carried.

 

Visual Preference Survey: Peter Waaner U.W. Extension (for use in the Highway 36 Corridor Design Plan. Plan

Commission members, Roger Kieffer (Village of Rochester President), Christopher Denman (Village of Rochester

Trustee), Betty Novy (Plan Commission Secretary) and Buzz Hurley (resident) participated in the survey to indicate

preference in different design features such as landscaping, signage, parking area and building design.

 

Highway 20 and Highway 36 Neighborhood Plan Options. This item continued from discussion at the December meeting. This area is designated “Urban Reserve” in the Land Use Plan and lies within the sewer district. Consensus of the group was a detailed development plan is needed to be more specific on the type of development envisioned for this area in the future. Dahlstrom reported a trend in Land Use Planning to get away from incremental planning (one parcel at a time) to neighborhood plans which more specifically spell out the types of development desired by a community. It was stated “Smart Growth” legislation will eventually require this type of planning for the entire Town. It was decided a plan for the “Triangle Area”, where highways 20 and 36 intersect south to Highway “D” would be a good starting point. Consensus of the committee was to recommend formation of a separate committee or group to work with Racine County on creating a neighborhood plan as stated. It was suggested intergovernmental cooperation be sought with the Town and Village of Waterford when the group comes up with a conceptual plan. The three municipalities connect right in that area. The Plan Commission recommends make-up of the committee as follows:

 

interested citizens, Plan Commission members (Ken expressed interest), Board members, land owners and Racine County Planning and Development.

 

Ken Dahlstrom: Report on Plan Commission Educational Seminar and presentation of proposed “Agenda Request Form”. Plan Commission/Committee Handbooks published by the “Center for Law Use Education- College of Natural Resources and Cooperative Extension- U.W. Stevens Point’ were distributed to those present. Ken pointed out recommendation on page 9 to appoint alternate members to the Plan Commission to “minimize postponement of decisions due to absences, resignations or conflicts of interest and allow the alternate to gain experience by serving in this fashion before becoming a regular commission member”. He suggested this as a good idea. He also presented hand-outs on “Wireless Communication Facilities” and “How to Select a Planning Consultant” for the Secretary to keep on file. Several valuable resources were given to Plan Commission members for future reference.

 

A proposed “Agenda Request Form” was presented for future use by those requesting to address the Plan Commission. The purpose of the form was stated to help those wishing to appear spend more time determining their exact request and what action is desired from the Plan Commission. The amount of time needed to present information must also be indicated. Consensus of the Commission was the form would be an appropriate tool to help with Plan Commission meeting schedules.

 

Certified Survey Map Application Forms (Revised). This form was presented with revisions previously suggested by the Plan Commission and Julie Anderson of Racine County Planning and Development. Jane moved, 2 by Maureen to approve use of the forms as tools to help in the CSM application process. Motion carried.

 

Bob moved, 2”~ by Jane to adjourn at 8:40 p.m. Motion carried.
