August 29, 2006                                 LAND USE PLAN COMMITTEE                           6:30 P.M.

    

Committee members present: Brian Wanasek (chairperson), Bob Willard, Chris Johnson, Dennis Crombie, Patricia Hurley, Chris Denman and Mike Weinkauf.

 

Dean Stapleton and Chuck Haubrich were absent.  

 

Betty Novy, secretary, was also present.

 

Minutes.  Bob Willard moved, 2nd by Pat Hurley to approve minutes of the June 22, 2006 meeting with the following correction:

 

Patricia Hurley is to be listed as present at the meeting. 

 

Motion carried.

 

Determine format and date(s) to hold a “Public Information Meeting”

 

Consensus of the committee was to hold a public information meeting on Tuesday, October 24, 2006 beginning at 6:00 p.m. with a display of updated maps, followed by a formal question and answer period starting at 6:30 p.m.  The meeting is to be held in the back hall.  Julie Anderson, Racine County Planning and Development, is to be invited.

 

Compile a list to highlight recommended revisions to “A Land Use Plan for the Town and Village of Rochester: 2020”

 

A summary of recommended revisions was compiled as follows:

 

  • A development option is created to allow three acre average density to be applied to new land divisions under the “Rural Density Residential and Agricultural Land” classification when a 50% open space requirement is met.

 

  • The new three acre average density does not apply to Certified Survey Maps under the “Rural Density Residential and Agricultural Land” classification.  In this instance, the existing minimum five-acre average density applies*.

 

  • An adopted “Open Space” definition and examples will be attached to the plan as an Appendix.

 

  • The Town of Rochester Land Division’s ordinance appendix titled “Conservation Subdivision Design Process” will also be attached to the plan as an Appendix to further explain design standards to be applied to Cluster Subdivisions.

 

  • Footnotes will be added to open space and cluster subdivision references that direct the reader to the appendixes.

 

  • Tables and text have been updated with current statistical information.

 

  • The “Recommended Land Use Plan” map has been updated to reflect land use changes that have occurred since 1999 and specific changes requested by property owners.

 

  • Southeastern Wisconsin Regional Planning Commission (SEWRPC) is in the process of updating other maps in the plan if changes have occurred since the last publication.

 

Additional notes:

 

*Chris Johnson requested it become part of the record that he did not feel the density requirement, as applied to Certified Survey Maps, was adequately discussed.

 

Brian Wanasek requested it become part of the record that participation on this committee has been one of the most unpleasant experiences he has had in his professional career.

 

A meeting was set for Tuesday, October 17th at 6:30 p.m. to go over the appendixes and any map updates received from SEWRPC before the Public Information Meeting.
