April 4, 2005                                        PLANNING COMMISSION                                        6:30p.m.

                

The meeting was called to order at 6:30 p.m. with Paul Beere, Bob Willard, Chris Johnson and Jim Pluta present.  Brian Wanasek was absent.

 

John Tierney, Engineer, and Betty Novy, Secretary, were also present.

 

Pledge of Allegiance.

 

Bob moved, 2nd by Chris to approve minutes of the March 7th meeting with the following correction:  

 

Under “Application for Preliminary Plat; Drainage Plan, Road Plan and Erosion Control Plan approval:   Rock Ridge Subdivision” “Lot seven.”, the following sentence was struck:  It was suggested the drainage easement be shifted thirty feet to the south.              Motion carried.

Betty reported Racine County reviewed the revised land division and offered no comments in addition to those presented at the March meeting.

 

John Tierney, engineer, offered two review comments as follows:  1.)  he recommended that the Certified Survey Map describe the entire 157 acres being divided and identify the remnant parcel as Lot 2; and 2.) that the landowner dedicate 33 feet of right of way to Racine County on the CSM. 

 

Gary Foat indicated some difficulty in representing the entire 157 acres on one map due to scale issues and the need to identify environmental corridors and wetlands. 

 

Bob Willard indicated the land division ordinance states the Plan Commission may recommend and Town Board may require that all lands be included on the CSM.   He felt there should be a record going into the future that the remnant parcel was already divided.    John Tierney indicated there could be a note on the CSM that the remnant parcel is Lot 2 vs. displaying the entire 157 acres.

 

Chris Johnson indicated the land division already meets density requirements so the need to identify a previous land division is not so consequential.  It will not affect future density calculations.

 

Bob indicated the use of the remnant parcel should somehow be indicated.  An option stated was to put an indication on the vicinity map identifying the rest of the parcel as agricultural use.    He stated it would be nice to have the history.  The acreage of the remnant parcel should be stated.

 

Dick Sorensen, 34334 Academy Road, addressed the Commission.  He expressed concern about what will happen on the five acres being split off.  He indicated the place has been a ponding place of equipment, junk cars and boats for at least 27 years.  He has a concern over its affect on property values because of deteriorating buildings and junk vehicles on the land.

 

Chris Johnson stated the property will most likely be better maintained once it becomes owner occupied.  It was identified that it is now rental property and this is part of why Mr. Carini is dividing the parcel.  He does not want to deal with landlord issues anymore.

 

Paul moved, 2nd by Bob to approve the Conceptual Plan contingent that:

 

  • A location map accompanies the CSM identifying the remnant parcel and its use (for file purposes)

 

  • The acreage of the remnant parcel is identified on the CSM (in the area of the vicinity map)

 

  • The thirty-three feet of road right of way is dedicated to the public for highway purposes.

 

Motion carried.

 

 

Bob moved, 2nd by Chris to adjourn at 7:10 p.m.  Motion carried.
