Meeting was called to order with Ken Dahlstrom, Brian Wanasek, Bob Willard and Jane Babik present.  Maureen Eckert was absent.

 

Julie Anderson, Racine County Planning and Development, and Betty Novy, Secretary, were also present.

 

Bob moved, 2nd by Jane to approve minutes of the May meeting.  Motion carried.

 

Preliminary Survey Map creating two parcels out of one:  33628 Washington Ave:  Wayne and Jean Johnson.  (Parcel 014-03-19-05-005-001- 10.01 acres).  Wayne began by explaining actual survey of the property revealed a total of 10.01 acres.  A letter provided by "CJ’s Soil Testing, Septic and Mound Systems" confirmed other soil tests done in the area have been able to support at least a mound type septic system.  Julie, Racine County Planning and Development, indicated this layout looks good and is preferable to the way it was originally proposed.  The new lot is consistent with development along Upland Drive.  

 

Brian moved, 2nd by Jane to approve the Preliminary Survey Map subject to:

 

  • soil borings;

  • building setbacks; and

  • contour lines   

 

being shown on the final map.  Motion carried.

 

Certified Survey Map creating three parcels out of one:  Fairview Street, Honey Creek:  Leonard Arnouts.  (Parcel #014-03-19-06-006-020- 11.62 acres).  A revised map was presented at the meeting that differed from one submitted two weeks earlier for review.  The difference was identified as replacement of the cul-de-sac on the end of Fairview with 75 feet of straight improved road surface ending with a “T” type turn-around.   Julie indicated this option will most likely meet frontage requirements, but planning staff will need time to confirm this.  The issue for the Plan Commission is to decide how the Town wants the road configured;  whether it views a “T” type turn around adequate for emergency services, snowplowing, etc.  Commission members questioned what was wrong with the cul-de-sac concept.  Leonard explained Town Engineer specifications called for a 106’ cul-de-sac.  This would require investment of over $50,000.00.  The Arnouts do not feel an investment of that amount is warranted to service only two lots.  There was question on whether any other “T” type turn-arounds exist on Town roads.  Schneider Lane was identified as one where this situation exists.  Leonard indicated they were looking for conceptual approval before having the surveyor make any more map changes. 

 

Jane moved, 2nd by Brian to offer approval based on the following conditions:

 

  • that minimum zoning requirements are met;

  • that the “T” type turn around is drawn to specifications given by the Town Engineer; and

  • that building setbacks, contour lines and soil borings be shown on the final map.

 

Motion carried.

 

Conceptual Land Division creating two parcels out of one:  N. Browns Lake Dr:  General Secretariat of the Franciscan Missions represented by Atty. Dennis Lynch (Parcel #014-03-19-15-004-003- 16.8 acres).  Atty. Lynch explained the proposed new lot is oddly configured to meet minimum frontage requirements on N. Browns Lake Drive, while achieving access off a 66’ easement to the south for ingress and egress.  The purpose of the division is to create a separate lot for building a 3,500 square foot eight-bedroom convent.  Building plans were shown.  The structure looked very much like a private residence.  Julie indicated a convent is considered a Conditional Use in the A-2 zoning district, therefore no zoning changes would need to occur.  The existing 66’ easement is partially paved.  It would be the intention of the Missions to pave the easement back to the driveway of the proposed development, pending approval from the current property owner.  Atty. Lynch stated if the 66’ easement ever became public road, the “frontage” square on N. Browns Lake Dr. could be conveyed back to the root parcel.  Julie indicated some concerns about the dedicated easement; it does not show up on the county plat map.  She knows there has been a change of property owners since the easement was granted.   It should be clarified the easement grantor has no exclusive rights over who travels the road.  Julie further indicated more acreage might be needed to accommodate the size of septic field required for that type of development.  Atty. Lynch responded the lot line can be moved to the north if more acreage is needed.  A restrictive covenant would be placed indicating Franciscan Missions have exclusive use

of frontage on N. Browns Lake Road and the 10-foot wide string which ties it to the back parcel.  Atty. Lynch will check out the recorded easement to make sure everything is in order and report back at a later meeting.

 

Meyer/Ksobiech CSM Dimensions (for Discussion:  Ken Dahlstrom.  A discrepancy as to where the heron rookery buffer line was located on this previously recorded CSM was discussed.  The line was supposed to be located 450 feet back from the road; the recorded CSM varies the line from 450 to 550 feet back from the road.   Brian moved, 2nd by Bob to recommend the Town Board attempt to take action to correct the CSM as it did not conform to recommendations made by the Plan Commission.  Motion carried.  It was noted the motion was made assuming the Town Board approved the CSM based on Plan Commission recommendations.

 

Other Business.  Julie noted she would not be able to attend the July 1st meeting;  written comments will be forwarded on any submitted issues.  Betty noted the Town Board is meeting with the Sewer District Wednesday, June 5, 2002 at 4:00 p.m. to discuss development policies within district boundaries. 

 

Brian moved, 2nd by Bob to adjourn at 7:40 p.m.  Motion carried.
