Meeting was called to order at 6:30 p.m. with Ken Dahlstrom, Jane Babik, Maureen Eckert, Brian Wanasek and Bob Willard present.

 

Betty Novy, Secretary, was also present.

 

Jane moved, 2nd by Maureen to approve minutes of the June Plan Commission meeting.  Motion carried.

 

Certified Survey Map creating two parcels out of one:  33628 Washington Ave.  Owners Wayne and Jean Johnson (Parcel #014-03-19-05-005-001- 10.1 acres).  Correspondence from the Town Engineer recommended approval. Conformance with previous requirements was verified.

 

Jane moved, 2nd by Brian to recommend approval of the Johnson CSM as presented.  Motion carried.

 

Conceptual Land Division creating four parcels out of one:  2433 Maple Rd.  Dean Schmidt:  Agent for Larry Teske and Rae Nardi (Owners) (Parcel #014-03-19-04-002-000- 20.4 acres).  Dean explained consultation with Racine County verified conformance of the proposed division with Zoning and Land Use Plan requirements.  A possible small wetland area on Lot 1 was identified.  Dean reported verbal comments from Cecil Mehring, Racine County Public Works, indicated proposed driveways seem to be non-problematic as they are on a “straight-line” portion of the road.  As presented, Lot 1 would have a minimum of 210 feet frontage;  Lots 2 through 4,  225 feet of frontage.  Lot 4 has an existing house and barns on it.  A small strip of property across the road is part of Lot 4.   All lots have a gradual slope to the east and terminate adjacent to a gravel pit; it has been determined they are buildable.   The development includes four 5.1-acre lots. Per Town ordinance, this allows any property owner to have an unrestricted number of horses.  Concern was expressed by Plan Commission members about potential development across the street.  While this proposed division creates only three additional driveways, a proposed development across the street has the potential of nine additional driveways.  Given that Maple Road is a Rustic Road, concerns were expressed about maintaining its rural characteristics.  A common driveway for lots 2 and 3 was proposed as a way to alleviate some concern.  Plan Commission members agreed the “piano key” configuration (four strip lots off the road) was not particularly desirable.  Brian indicated a cul-de-sac would take away necessary acreage to maintain the minimum 5-acre lot goal of the development.  Ken suggested formation of a neighborhood plan might be in order for this area in light of proposed residential developments. 

 

Consensus of the Plan Commission was to lay the item over for August’s meeting.  Meanwhile, comments should be solicited from Julie Anderson, Racine County Planning and Development; and Cecil Mehring, Racine County Public Works, as to development alternatives and driveway access.  Dean was directed to have the property surveyed to verify the stated 20.4 acreage as accurate.

 

Pre-Application Conference for Subdivision creating ten parcels out of one:  2826 Maple Rd.  Owner:  Edward T. Stone  (Parcel #014-03-19-05-008-000- 160 acres.  A conceptual division submitted earlier for Plan Commission consideration showed nine strip lots accessing off Maple Road.  Ed explained this concept as nine mini-farms.  He indicated the area of his farm proposed for development is classified as H.E.L. Highly Erodeable Land).  Due to age, he will not be farming the area much longer.  Because of other residential development in the area, he feels this is the proper time for division of this land.   Another potential option discussed was extension of Ridge Lane into the wooded area on his acreage.  He would then parcel off lots in the woods and the HEL areas of the farm.   He is open to different options and will be working with Julie Anderson, Racine County Planning, on different development possibilities.  The woods were identified as a potential natural resource area that might be in need of preservation.  Ed explained this area has not been maintained; there are a lot of dead trees on the property.  

 

It was suggested Ed contact a developer who is familiar with conservation subdivision concepts.  Using this type of development under Land Use Plan calculations would allow for creation of 34

lots.  S.E.W.R.P.C. was suggested as an alternative source to help with layout.  Ed indicated intention to move on this within a year due to proposed changes to the land division ordinance. 

 

Period for Public Comment.  Chuck Haubrich reported on progress made by the Subdivision Ordinance Committee.  A draft ordinance is finished and copy will be forwarded to Plan Commission members within two weeks for review.  The draft will also be referred to the Town Attorney for review and comment.  Chuck requested review of the document be on the August Plan Commission agenda and that the Town Attorney be present to offer comment and suggestions.  When Plan Commission members feel confident about recommending approval, the ordinance will be presented to the Town Board for review and action.

 

Brian moved, 2nd by Jane to adjourn at 8:03 p.m.  Motion carried.
