April 5, 2004                                            PLANNING COMMISSION                                   6:30 P.M.

 

The meeting was called to order at 6:30 p.m. with Ken Dahlstrom, Brian Wanasek, Chris Johnson and Bob Willard present.  Karyn Borucki was absent.

 

Betty Novy, Secretary, was also present. 

 

Pledge of Allegiance.

 

Bob moved, 2nd by Brian to approve minutes of the March 1, 2004 meeting.   Motion carried.  Ken questioned how to figure density calculations on the Hoppe land division (against the parent parcel).  The Plan Commission Secretary is to check into this.

 

Site Plan Review to conduct a media demonstration for FBI War Souvenirs: 

Washington Avenue (Honey Creek)

Parcel #s: 03-19-06-011-000; 03-19-06-010-000; and 03-19-06-018-000

Owners:  Payne & Dolan, Inc.

 

Brian Endres, Payne and Dolan, and Kevin Theede, Federal Bureau of Investigation, addressed the Commission.  It was explained this is a media demonstration that will feature several detonations by the FBI Bomb squad and a display of old military ordinances.  The media is invited to the event and coverage is intended to encourage those with old military souvenirs to turn them in to the FBI for safe disposal.   Instructions are given on how to accomplish this.  Kevin reported an event was held like this in the Madison area a few years back and resulted in recovery of several live military explosives.  This event would target Southeastern Wisconsin where the population is greater.  They expect the event to be even more successful.  The Plan Commission asked that letters be sent to abutting property owners as well as local newspapers so no one is alarmed by the sound of the blasts. The event is scheduled for May  24th.  Brian moved, 2nd by Chris to recommend approval of the Site Plan.  Motion carried.

 

Conditional Use Permit Application to continue sand and gravel extraction including gravel crushing and asphalt plan operation:  Washington Avenue (Honey Creek)

Ray Postotnik addressed the Board.  He explained this conditional use permit requires renewal every two years.  There are no changes to existing conditional use permit restrictions.  Bob questioned what measures were provided for groundwater testing for surrounding property owners.  Ray explained at the time of original application,   property owners were given an opportunity to test their wells as a bench mark.  The original test results are maintained either by Racine County or the Town should any claims arise.  The only water used in their operations is for washing.  Ken questioned whether the Plan Commission might tour the pit at some time in order to more fully understand the operation.  Ray indicated they are welcome at any time; they should just call to set up a tour.  They are starting to reclaim the west side of the pit as they work their way to east.  Brian moved, 2nd by Chris to recommend approval of the two-year extension on the Conditional use Permit.  Motion carried.

Ray Postotnik addressed the Commission.  Ray explained this pit is not quite as active as the Honey Creek pit.  This is again a two-year renewal.  Bob questioned the restoration bond amount.  It was explained the amount is set by Racine County.  Ray indicated if Payne and Dolan is awarded the STH 11 by-pass project, they would most likely deplete the material at this location to complete the project.  They would then be able to close the operation and restore the site.   Chris moved, 2nd by Bob to recommend approval of the two-year extension to the Town Board.  Motion carried.

 

Brian moved, 2nd by Bob to adjourn at 6:50 p.m.  Motion carried.
